Job Function Summary

Involves providing a variety of IT services. Assignments may include database administration, application programming, IT project management, systems administration, systems and process analysis, security, solution development and maintenance, business technical support or a combination of these and / or other IT functions. Note: If 50% or more of the position is in a defined function, the position should be placed in that function.

Generic Scope

Provides direct supervision typically to professionals or skilled technical employees. Functions as advisor to unit and administration. Analyzes and resolves problems, interprets policies (e.g., fiscal management, HR, contracts and grants, resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined procedures and policies to determine appropriate action. Supervises staff to assure accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental goals and objectives.

Custom Scope

This role manages Eureka's technical and operational function through professional technical staff and provides broader strategic and organizational leadership for the specialized digital research platform. The role works from broad Executive Team objectives and translates them into actionable plans, technical and service roadmaps, operating and governance practices, and coordinated execution across web, mobile, data, and QA functions.

The role directly supervises professional technical staff and determines operational prioritization, work assignment, sequencing, and deployment of existing technical capacity to meet established platform objectives. The role is accountable for technical and operational performance and leads platform strategy, service development and sustainability, technical service delivery, security and risk coordination, and continuous improvement.

Within delegated authority, the role independently directs platform operations and technical resources, establishes engineering and service-delivery practices, manages routine service and support boundaries, and coordinates implementation of priorities.

For strategic, financial, partnership, pricing, vendor, and resource-investment decisions that require Executive Team review, the role develops technical, operational, financial, and stakeholder analyses and recommendations for decision-making. Final approval remains with the Executive Team or appropriate institutional authorities where required for major strategic commitments, material financial commitments, scientific or research priorities, and formal institutional security or compliance decisions.

Department Overview

The Division of Cardiology is one of the largest clinical, research and training divisions of the Department of Medicine (DOM) at UCSF. Within the Division are nine sub-specialty sections for: Adult Congenital Heart Disease; Advanced Heart Failure, Transplant, and Pulmonary Hypertension; Cardiac Electrophysiology; Cardio-Oncology and Immunology; Critical Care Cardiology; Echocardiography and Cardiac Imaging; General Cardiology; Interventional Cardiology; and Prevention.

The Division runs several clinical practices in multiple sites, conducts basic and clinical research, and educates medical students, residents, clinical fellows and postdoctoral scholars through ACGME as well as non-ACGME training programs. In addition, the Division has significant and complex financial and administrative relationships with DOM and the UCSF Medical Center, as well as large patient care programs in the sections noted above, large clinical, Federal, and privately supported research programs and six faculty laboratories.

The Division has over 80 full-time faculty, and 39 clinical fellows. The Division currently expends over $22 million per year in pursuit of its clinical, research, training, and service missions.

Eureka is a UCSF digital research platform developed within the Division of Cardiology to support mobile, web-based, and sensor-enabled research at scale. Building on the success of the Health eHeart Study, UCSF received $9.75 million from the National Institutes of Health for Eureka's creation. The platform supports mobile and web applications, participant-facing study workflows, surveys, EHR, wearable and connected-device data collection, and research data services.

To date, Eureka has supported approximately 600,000 participants and approximately 100 research studies, with research enabled by the platform contributing to more than 65 scientific publications.
