Integrated Inter-Agency Technical Assistance & Synchronization for MoFA, CTVET, and GTVETS

  1. Rationale and Background

A major bottleneck in Ghana’s ATVET sector is fragmented coordination among MoFA, CTVET, and GTVETS, resulting in gaps and inconsistencies in areas such as Farm Institute oversight, Workplace Experience Learning (WEL), graduate tracking, and implementation of sector reforms. These coordination challenges can lead to duplication, weak information sharing, and limited alignment of institutional roles and responsibilities.

The proposed technical assistance will strengthen inter-agency coordination by supporting harmonized governance and implementation processes, improved information and data-sharing systems, and stronger alignment of policies, standards, and institutional responsibilities. It will also promote more coordinated planning, monitoring, and decision-making across the three institutions, contributing to a more coherent, efficient, and responsive ATVET system.
