Department description

Regions and Mayoral Engagement

Core to C40’s value and effectiveness is an ability to be responsive to the needs of all C40 cities and focus services and support on the areas of greatest opportunity for city action and climate impact – both at the individual city level and across our regional and global networks. Our regional management structure better enables C40 to leverage relationships between peer cities and partners regionally and globally and to be more responsive to local needs and conditions.

The Regions and Mayoral Engagement Team is one of the most diverse teams in C40, with staff members located in every region of the globe, representing C40 and coordinating with local cities on the ground. Key objectives of the C40 Regions and Mayoral Engagement team are regionally aligned delivery (ensuring city satisfaction and that C40 remains responsive and relevant to the needs of cities); political engagement (ensuring that C40 builds strong relations with mayors, city officials and regional entities); and effective operations (ensuring data-driven regional strategies and effective processes that support organisation-wide delivery).

C40’s Air Quality Program

C40’s Air Quality Program works with city governments at the political and technical level to raise mayors' ambition, overcome gaps in data and evidence, and design and deliver effective air quality-climate solutions. The C40 Air Quality Program provides a range of support, from deep engagement in pilot cities to technical assistance across a broader group, while connecting cities through peer to peer networks and creating tools and resources available to all cities. The Air Quality Program also includes deeper assistance programs, a global technical assistance initiative that partners with cities in developing and implementing air quality management activities and the African Cities for Clean Air initiative, a regional program supporting African cities in implementing air quality actions.  C40 also delivers Breathe Cities, a global clean air initiative, in partnership with the Clean Air Fund and Bloomberg Philanthropies.

Breathe Cities

Breathe Cities is a clean air initiative delivered by Bloomberg Philanthropies, Clean Air Fund and C40 Cities.  It was launched in 2023 by Michael R. Bloomberg, the UN Secretary-General’s Special Envoy on Climate Ambition and Solutions and founder of Bloomberg Philanthropies, and Mayor of London and C40 Co-Chair Sadiq Khan to cut air pollution that harms public health and the climate. The initiative is now in its second phase (2026-2029). The first phase (2024-2026) helped cities build the data, plans and partnerships for clean air action. The second phase supports them to implement those plans and deliver measurable reductions in air pollution. Breathe Cities support member cities with technical assistance, air quality data and community engagement across four pillars:

Position description:

The City Advisor will be a key part of the Breathe Cities Regional Team, working closely with the Regional Director of East Asia, Southeast Asia and Oceania, and Technical Head of Breathe Cities for Asia to advise and support the Bangkok Metropolitan Administration (BMA) in the implementation of the second phase of Breathe Cities in Bangkok, which focuses on delivering ambitious priority air quality actions set out in the Bangkok City Strategy to meet clean air goals. They will co-lead the programme’s development and delivery with the Clean Air Fund’s City Lead in Bangkok, ensuring alignment across all pillars, and will lead the C40-managed work within the programme. They will convene and coordinate relevant city staff, funders, regional teams to identify key activities, C40 and external resources needed to deliver toward the city's policy goals, report and track progress, and ensure that the city administration has oversight of the programme's technical outputs and is updated regularly. They will also lead activities and events involving the Governor and his executive team. The City Advisor will be the main connection between the city government and the Breathe Cities program and network of funders and partners delivering air quality activities in the city.

They will be passionate about addressing climate change and improving public health and be excited by the opportunity to work deeply with the BMA in implementing meaningful air quality action. They will have meticulous attention to detail, have deep knowledge of local environmental issues and politics, and be a natural communicator and relationship builder, capable of working across different departments and teams within the city governments towards meeting the city policy goals.
