Job Title: Health Safety and Environmental Manager
Department: Health Safety and Environmental Department
Functional Relationship: Chief Executive Officer
Summary of Responsibilities:
Health Safety and Environmental Manager will lead the establishment, implementation and continual improvement of the Port of Belize's Social and Environmental Management System (SEMS). The position is responsible for ensuring compliance with environmental legislation, the Department of the Environment's Environmental Compliance Plan (ECP), occupational health and safety requirements, and stakeholder engagement obligations while supporting the Port's modernization and expansion programme.
Job Responsibility:
- Develop and implement the Port's Social and Environmental Management System (SEMS).
- Lead implementation of the Environmental Compliance Plan (ECP).
- Ensure compliance with environmental legislation, permits and regulatory approvals.
- Develop environmental, health and safety, and social policies, procedures and management plans.
- Maintain the Port's Legal and Compliance Register and Environmental Compliance Action Register.
- Identify and manage environmental, health and safety and social risks.
- Coordinate environmental monitoring programmes.
- Lead incident investigations and ensure corrective actions are implemented.
- Oversee contractor environmental and safety performance.
- Coordinate emergency preparedness and response planning.
- Prepare monthly management reports and quarterly Board reports.
- Coordinate audits and regulatory inspections.
- Liaise with the Department of the Environment and other regulatory agencies.
- Manage the HSE budget and work programme.
- Promote a culture of continual improvement throughout the Port.
Job Qualifications/Requirements:
- Bachelor’s degree in environmental management, Environmental Engineering, Occupational Health & Safety, Natural Resources Management or a related field of study.
- Minimum five (5) years of relevant management experience.
- Knowledge of environmental legislation and occupational health and safety systems.
- Experience with Environmental and Social Management Systems is desirable.
