The Massachusetts Department of Public Health (DPH), Bureau of Community Health and Prevention, is seeking an experienced public health professional to serve as the Sexual and Reproductive Health Program Manager. This position provides statewide leadership on sexual and reproductive health services, programs, policy, and access, with a particular focus on ensuring that residents across the Commonwealth can receive high quality, equitable care. The selected candidate will lead the Sexual and Reproductive Health Program and its staff, oversee significant state and federal resources, and help shape strategies addressing contraception, abortion access, adolescent sexual and reproductive health, clinical service delivery, and related public health priorities. The role offers an opportunity to influence programs and systems that directly affect access to care and health outcomes across Massachusetts.

The Manager will serve as a key advisor and subject matter expert within DPH, working with senior leadership, clinical providers, community organizations, state and federal partners, and other stakeholders to respond to an evolving sexual and reproductive health landscape. This position combines people leadership, policy development, program strategy, fiscal stewardship, and partnership building, with meaningful authority over program direction, contracts, budgets, funding proposals, and performance. The incumbent will also have the opportunity to strengthen the capacity of providers beyond the DPH-funded network, advance evidence-based approaches, address health inequities, and help ensure that Massachusetts continues to respond effectively to changing clinical, policy, legal, and community needs.

BCHAP is committed to advancing health equity and improving quality of life across the Commonwealth. We acknowledge that historical and systemic inequities continue to create unfair barriers to sexual and reproductive wellness. In response, our mission is to build inclusive healthcare systems and broaden access to comprehensive education, care, and family planning resources for all with a targeted focus on dismantling racial disparities. The Sexual and Reproductive Health Program Manager will lead their team in embedding equity, accessibility, and systemic fairness into every facet of their operations.

About the Department of Public Health:

The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth.

DPH coordinates programs and policies to address specific diseases and conditions and offer services to address the needs of vulnerable populations. We also develop, implement, promote, and enforce regulations and policies to assure that the conditions under which people live are most conducive to health and enable people to make healthy choices for themselves and their families. We license health professionals, healthcare facilities and a variety of businesses that impact public health. We operate the state laboratory and four public health hospitals. We monitor health status and manage vital records including births, marriages and deaths. We educate people about public health issues and work closely with local boards of health and community partners to identify and solve public health problems.
