The Executive Office of Public Safety and Security (EOPSS) is seeking an experienced and strategic financial leader to serve as Deputy Chief Financial Officer (CFO). This is a high--impact opportunity to help shape the financial strategy behind public safety operations and investments across the Commonwealth.

Reporting to the Chief of Strategy and Finance, the Deputy CFO serves as senior budget leader for EOPSS, providing Secretariat-wide leadership for the development, execution, monitoring, and analysis operating and capital budgets. With an enterprise-wide view of an approximately $2 billion portfolio, the incumbent plays a critical role in translating EOPSS policies, priorities and operational needs into financially sustainable strategies. The Deputy CFO serves as a principal advisor to the Chief of Strategy and Finance and senior leadership on fiscal risks, tradeoffs, and opportunities.

Working with substantial independence, the incumbent will initiate and lead cross-agency budget exercises; develop spending plans, forecast, and resource-allocation strategies; establish spending controls; direct corrective actions; conduct expenditure approvals; and budget adjustments with within delegated authority.

Finally, the Deputy CFO will represent EOPSS on budget matters with internal and external stakeholders, and will be expected to speak to the full operating and capital portfolio reflective of the Secretariat's priorities.
