~$20M annual portfolio.

As the Sector Lead, you will drive mission success across existing Department of
Defense (DoD) and Intelligence Community (IC) programs while acting as a primary
catalyst for growth. You will oversee product sales, services contracts, and business
development strategies to expand our telecommunications capabilities into adjacent
opportunities and new customer bases, driving a 25% Year-over-Year (YoY) revenue
expansion. Additionally, you will drive your team’s  personnel management and career
development for your sector, while actively acting as and grooming Program Managers
and deputies to build a resilient leadership pipeline.

Key Performance Indicators (KPIs)
Portfolio & Pipeline Growth: Establish key customer intimacy early to build a
robust pipeline and achieve 15% growth from prior year, and 25% YoY revenue
growth by Year Two through adjacent opportunities and new customer
acquisition.
Operational & Program Governance: Flawless contract execution across all
Sector programs while managing financial performance across various contract
types (CPFF, FFP).
People Leadership & Stability: High retention, structured mentorship, and
growth of RE and mobile engineering talent, coupled with the successful

Cross-Capability Collaboration: Measurable cross-unit initiatives and joint
captures executed in partnership with other Capability Units and Sector Leads.

Core Responsibilities

1. Sector Leadership, Strategy & Portfolio Management
Strategic Growth & Direction: Define and execute the strategic vision for the
Telecommunications Platforms sector. Develop actionable roadmaps to leverage
our unique niche and diverse skillsets to grow adjacent work with DoD and IC
customers.
Market & Customer Expansion: Maintain close touchpoints with core DoD and
IC stakeholders to establish customer intimacy, ensuring current program
satisfaction while driving capture strategies to expand our capabilities to new
customer domains.
Cross-Functional Collaboration: Partner closely with existing Sector Leads
and executive leadership across Capability Units to align go-to-market strategies,
pool technical resources and unlock cross-disciplinary business opportunities.
Develop and lead Business Growth: Engage in and lead proposal process for
your teams and groom leaders in the art of winning from capture through
proposal to execution.

2. Program Governance & Financial Oversight
Contractual Execution: Manage a diverse portfolio of product sales and
services contracts. Master and manage varied contract vehicles and risk models,
including Cost-Plus-Fixed-Fee (CPFF) and Firm-Fixed-Price (FFP) structures.
Portfolio Health & P&L: Maintain full P&L accountability over the $20M sector
portfolio, ensuring strict EAC/ETC financial discipline, schedule adherence, and
delivery excellence.
Interim Program Management & Mentorship: Act directly as the Program
Manager (PM) on key existing programs, establishing operational baselines,
setting governance standards and setting up structured workflows.

3. Personnel Management & PM Development
People & Team Leadership: Own direct personnel management across the
sector, championing a business-oriented mindset that prioritizes employee
stability, skill advancement, and career development.
Technical Engineering Oversight: Lead, support, and retain high performing
engineering teams specializing in Telecommunications Reverse Engineering
(RE) and mobile technology platforms.
PM Pipeline & Grooming: Identify, mentor, and groom high-potential engineers
and deputy leads to transition day-to-day PM responsibilities, creating scalable team structures while continuing to provide strategic executive oversight as
Sector Lead.

Key Qualifications:

Domain Expertise: Strong operational background leading teams in
Telecommunications, Reverse Engineering (RE), and/or Mobile
systems/platforms.
Contractual Acumen: In-depth working knowledge and practical management
experience with multiple Federal contract types, specifically Cost-Plus-Fixed-Fee
(CPFF) and Firm-Fixed-Price (FFP).
Business & Capture Savvy: Proven track record managing product sales and
services contracts, with demonstrated success growing customer portfolios
through strategic adjacencies.
People-First Leadership: Demonstrated ability to mentor and develop staff,
build program management talent pipelines, and maintain high personnel
retention.

What Success Looks Like:
First 30 Days: Establish clear operational and financial baselines across all
existing $20M sector programs. Assess team structures across RE and mobile
groups, evaluate high-potential candidates for leadership roles, and establish
initial battle rhythms with DoD/IC stakeholders and peer Sector Leads.

First 90 Days: Identify, groom, and establish a strong Deputy to transition day-to-
day PM responsibilities for existing programs while remaining active in overall
sector governance. Simultaneously establish high customer intimacy across
DoD/IC accounts and generate a detailed pipeline plan demonstrating explicit
expansion potential.

First 6 Months: Review existing pipelines, evaluate cross-Capability Unit
strategies, and demonstrate a clear growth trajectory backed by actionable
capture and execution paths.

First Year: Flawlessly execute existing sector commitments, meeting and
exceeding current annualized plans for all programs while maintaining strong
personnel stability and retention.
