POSITION PURPOSE

The Buyer is responsible for utilizing federal, state and local regulations, statutes, codes, and guidelines to complete the entire solicitation cycle for various projects as requested by all departments in the agency. The Buyer is responsible for verification and confirmation of requisitions and purchase orders for all goods and services entered in the financial program, from pre-issuance to pre-award, post-award, contract administration, and close-out between the Corporation and vendors.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

• Performs independent value analysis and cost-price reasonableness analysis.
• Assists requesters with entering required data into financial program for approval of requisitions.
• Assists budget group in the evaluation of system warnings for department budget errors.
• Evaluates vendor solutions for best value to the agency.
• Ensures procurement policies and processes are followed and validated prior to purchase order approval in the financial system.
• Ensures all purchase orders are transmitted with the correct terms and conditions of the purchase.
• Develops and maintains records of past and current procurement contracts.
• Assists department managers and project managers in developing department purchase plans and procedures for procurements.
• Makes recommendations relating to the procurement of supplies and services for the Corporation.
• Assists in coordinating and directing procurement of inventory/warehouse purchases.
• Follows-up with vendors to ensure purchase orders are received and fulfilled in a timely fashion.
• Provides feedback regarding vendor relations and performance to the Senior Buyer and other department stakeholders.

OTHER FUNCTIONS

• Interfaces between accounts payable, receiving, and procurement to resolve conflicts and promote the timely flow of information
• Supports the Procurement Department through provision of research, reports, and information storage and retrieval.
• Performs other duties as assigned.

EDUCATION AND/OR EXPERIENCE

To perform this job successfully, an individual must meet the following education and/or experience.

• High School diploma required. 
• Coursework toward an associate's or bachelor's degree in Business, Finance, Supply Chain, Public Administration, or a related field is preferred. A college degree is not required.
• Five (5) years of experience in purchasing, procurement, warehousing, contract administration, or related office operations may be substituted for formal education. Federal, state, local government, or public-sector procurement experience is preferred.

KNOWLEDGE, SKILLS, AND ABILITIES

• Ability to exercise discretion and independent judgement in application of appropriate terms and conditions dependent upon funding requirements.
• Proficiency using a computer, including proficiency with Microsoft Office, the internet, and spreadsheets and databases.
• Proficiency in procurement, requisitioning and value/costs analysis.
• Ability to research, troubleshoot and resolve issues through system workflow procedures.
• Ability to operate office productivity machinery, such as a computer, calculator, copy machine, printer, fax, and phone.
• Demonstrated written communication skills.
• Must effectively communicate with other via in-person, through phone, e-mail, and written correspondence.
• Ability to make appropriate job decisions following office policies.
• Must be able to complete assigned tasks utilizing mathematical equations such as addition, subtraction, multiplication, division, percentages, ratios, and fractions and the ability to apply principles of algebra and geometry.
• Ability to prioritize, classify, and manage tasks and time effectively.

• Regular on-site attendance is an essential function of this position due to the need for in-person collaboration, operational support, hands-on infrastructure management, and training and development activities. This role is designated as fully onsite and is not eligible for remote work. 
• Ability to work in a deadline-oriented office environment.
• Ability to work independently with minimal supervision.
• Position requires team members to remain stationary/seated in an upright position
• Ability to identify products, inventory items, procurement materials, or parts using available identifiers, which may include color coding or other labeling systems.
• Ability to communicate information and ideas so others will understand. Must be able to exchange accurate information. 
• Some local travel is required.
